In Chinese tradition the lotus stands for purity and incorruptibility, reinforced by a pun — lian, lotus, sounds like the word for continuous, so a lotus with fish reads as continuous abundance. In Buddhist contexts across Japan and Southeast Asia it carries an additional spiritual layer, which is a reason to keep the treatment restrained in commercial gifting.
